(WotR) Heroic Duels with lowered Fight values

If a spell such as Gandalf's Blinding Light is used to reduce the Fight value of a formation that includes a hero, and then that hero is called into a Heroic Duel during that turn, does the hero have to duel with a Fight value of 0 because of Gandalf's spell?

Also, would this situation be any different if a Ringwraith had used Black Breath? The only difference I see is that Blinding Light says that the "formation's" Fight value is reduced to 0, while Black Breath says that "hero" which it targets has his Fight value reduced to 1.

By the letter of the rules, you have to use the modified fight value. Actually this is the one main gripe I have about the WotR system, the heroic duel system is fundamentally flawed for precisely this reason. There are just so many ways of massively modifying fight values, whether its using Epic Strike, or forcing the enemy to fail a terror check with hidden glory.

Our group has house ruled that we will use unmodified fight values in all cases when fighting heroic duels, otherwise its just too easy to manufacture situations where one character not only butchers another, but also decimates his unit into the bargain.
